Full Service Airspace Procedure Design Firm 

The City of Naples Airport Authority (“Authority”) is issuing an RFP for a full-service Airspace Procedure Design Firm with experience designing and implementing airspace and procedural changes and implementation to assist the Authority with implementing procedures recommended for pursuit outside of the Naples Airport Part 150 Study Noise Compatibility Program (NCP), which can be viewed at https://www.flynaples.com/noisestudy/part-150-noise-study-documents/ 

As a good neighbor and responsible citizen of the City of Naples and Collier County, the Authority is seeking to redesign procedures to alleviate community concerns related to aircraft noise. The Authority proposes to contract with a firm or multiple firms to assist with airspace redesign and implementation. This would also include coordinating with the Federal Aviation Administration (FAA), Air Traffic Control (ATC), the Naples Airport Authority, and City of Naples. The firm should be fully capable of advising the Authority on constraints and opportunities related to the local airspace and designing/ implementing these procedures under the direction of the Executive Director.

Responses are due no later than 2:00 pm EST, on Thursday, September 28, 2023. 

Questions during the solicitation period may be submitted by 5:00 pm, Monday, September 18, 2023, to Linda Jackson Best at lbest@flynaples.com. Proposers shall not contact City of Naples Airport Authority employees or agents or City of Naples elected officials to discuss the project. Answers to all questions will be compiled into an addendum and posted on the Naples Airport Authority website no later than 5:00 p.m., Wednesday, September 20, 2023. Proposers are encouraged to monitor the Naples Website for posting of Addenda up until submittal deadline.  

The NAA reserves the right to waive any formalities, technicalities, or irregularities in; or reject any or all Proposals in part or in whole; or to re-advertise for Proposals and award or refrain from awarding the Contract for the services. All Proposers must be licensed in accordance with Florida Laws. The NAA recognizes fair and open competition as a basic tenet of public procurement.
