NOTICE IS HEREBY GIVEN that the City of Naples Airport Authority (NAA) is requesting Statements of Qualifications from qualified Contractors for the Construction Manager at Risk (CMAR) services for the Naples Airport North Road Terminal (NRT) Upgrade Program. This project may also include construction of a Consolidated Rental Car Facility (ConRAC) in the vicinity of the NRT and Solar and/or covered parking alternatives. Services to be provided will entail a commitment by the Construction Manager to deliver the project within the Guaranteed Maximum Price (GMP) which is based on the construction documents to be provided by the design firm.

Notice of Award CMAR


All interested Contractors are strongly urged to attend a Pre-Submittal Conference and Site Tour scheduled for Friday, April 8, 2022 at 9:30 A.M. EDT in the Naples Airport ARFF Station #3 Conference Room, 2433 Tower Drive, Naples, Florida 34104. Pre-registration for the Pre-Submittal Conference and Site Tour is required to Linda Jackson Best – 239-643-0733 or  by Thursday, April 7, 2022 at 5:00 pm.

Questions may be submitted until 3:00 pm, Wednesday, April 20, 2022 to Kerry Keith at as a Microsoft Word document. No questions will be accepted after that time. Answers to all questions will be compiled into an addendum and posted above on Friday, April 22, 2022 by 5:00 p.m.


Prospective Proposers shall make sure that submittals are mailed or delivered to the Naples Airport Authority, (address above) no later than the deadline specified. The NAA assumes no responsibility for submittals received after the submittal time or at any location other than that specified, no matter what the reason. Late proposals will not be opened and will not be considered for award. No proposers may withdraw his bid within a period of ninety (90) days after the actual date of opening thereof.

All Proposers must be licensed in accordance with Florida Laws. The Authority recognizes fair and open competition as a basic tenet of public procurement. Respondents doing business with the Authority are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age or sex.  The NAA has a progressive Disadvantaged, Minority, and Women-Owned Business Enterprises Program in place and encourages Disadvantaged, Minority, and Women-Owned Business Enterprises to participate in its ITB process.

The City of Naples Airport Authority reserves the right to accept or reject any or all proposals and to waive any formalities or irregularities, in the best interest of the Authority.   The City of Naples Airport Authority is not liable for any costs incurred by the responding parties.
