Request for Qualifications and Proposals (RFP) – Airfield Lighting Replacement Consultant
NOTICE IS HEREBY GIVEN In accordance with Florida Statute 287.055, Consultant’s Competitive Negotiation Act, the City of Naples Airport Authority (NAA) is seeking responses to a Request for Proposals and Qualifications (“RFP”) from qualified and experienced engineering firms for professional design services for the NAA, with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.
This project consists of the design of replacement airfield lighting systems at the Naples Airport. The existing airfield lighting system was affected by recent storm events at the airport which resulted in significant flooding of the airport and inundation of the system by saltwater, causing damage to the existing lighting system, as further outlined in the attached damage engineering assessment report, attached as Exhibit E. The project will include replacement of runway and taxiway edge lights, runway threshold and end lights, airfield taxi guidance signs, lighting cables, conduits, and associated project elements. Various options for rehabilitation or replacement and/or relocation of the existing electrical vault to improve resiliency and increase capacity of the vault will also be explored. Not included in this project are the NAVAID electrical systems, including the PAPIs and REILs, which are to be upgraded as part of a different project.
It is anticipated that the project may be funded by U.S. Department of Homeland Security, FEMA Public Assistance funds and/or by Federal grants from the Federal Aviation Administration (FAA) under its Airport Improvement Program, State grants from the Florida Department of Transportation (FDOT), insurance proceeds and/or by the Authority (non-grant) funds. This will require the Consultant to provide input and guidance to the Authority about said programs and to ensure the Authority’s compliance with all applicable standards, advisory circulars and regulations of FEMA, the FAA, FDOT, State of Florida and the City of Naples.

Responses are due no later than 2:00 pm EST, on Thursday, March 16, 2023.
Questions during the solicitation period may be submitted until 5:00 pm, Monday, February 27, 2023 to Linda Jackson Best at lbest@flynaples.com. Answers to all questions will be compiled into an addendum and posted above no later than Tuesday, February 28, 2023. Proposers are encouraged to monitor the Naples Website for posting of Addenda up until submittal deadline.
Proposers shall not contact City of Naples Airport Authority employees or agents or City of Naples elected officials to discuss the project.
