Notice is hereby given that the Naples Airport Authority (“NAA”) will receive sealed responses to an Invitation to Bid (“ITB”) from all interested and qualified parties with demonstrated expertise in Exotic Vegetation Removal at Naples Airport. Bid Opening Location: Naples Airport, 160 Aviation Drive North – 2nd Floor Larson Conference Room, Naples, Florida 34104
Bid Submittal Deadline: Friday, April 7, 2023 at 2:00 pm local time
Contractor will provide labor, materials, and equipment for the eradication and removal of exotic vegetation species in and surrounding a specified conservation easement and specified surrounding areas in accordance with the conservation easement requirements. There are three (3) Conservation Easement clearing areas, two (2) non-Easement clearing areas, three (3) swales clearing, and one tree removal area. Areas are depicted on the attached Exhibit C, project site map. Any exotic vegetation removal within the Conservation Easements must be done by hand, the vegetation must be cut and removed from the areas manually. Exotic vegetation on the site includes Australian pine (Casuarina equisetifolia), Brazilian pepper (Schinus terebinthifolius), melaleuca (Melaleuca quinquenervia), and downy rose-myrtle (Rhodomyrtus tomentosus). Exotic removal will include the following methods: (1) cut Australian pine and melaleuca within 12 inches of ground elevation, hand remove cut vegetation, and treat remaining stump with approved herbicide; (2) foliar or basil application of approved herbicide to Brazilian pepper and downy rose-myrtle; and (3) foliar application of approved herbicide or hand-pulling of exotic seedlings. The Conservation Easement area will not be disturbed by dredging, filling, land clearing, agricultural activities, or other construction work whatsoever. Outfall ditch clearing will include clearing all vegetation, including nuisance/exotic species, mangroves and mangrove shoots from top of bank to top of bank (water filled portion of the outfall ditch). Exhibit C Map depicts the project site, including the access point for work done inside the airfield fencing. Exhibit D is the Conservation Easement. The GR-1 outfall clearing begins at the back flow preventor at the intersection of the N-S/E-W intersection of Corporate Flight Drive and continues to the Gordon River.
Interested parties are strongly urged to attend a Pre-Bid Meeting and Site Tour at 10:00 AM local time, on Tuesday, March 14, 2023, at Naples Airport, Pilots Lounge 250 Aviation Drive South, Naples, FL 34104.
All questions related to this Invitation to Bid shall be submitted in writing to lbest@flynaples.com no later than 5:00 PM local time on Wednesday, March 22, 2023. Answers to questions will be posted at https://flynaples.com in the form of an addendum on Thursday, March 23, 2023.
PROSPECTIVE RESPONDENTS SHALL NOT CONTACT ANY NAPLES AIRPORT AUTHORITY OFFICIALS OR STAFF REGARDING THIS INVITATION TO BID, OTHER THAN THE SPECIFIED CONTACT PERSON LISTED IN THE ITB.
